schumer and joe manchin. senator coburn says he wants the bill to keep guns out of the hands of people that are a danger to themselves including criminals and the mentally ill. nra executive vice president wayne lapierre will testify before the senate today and has released his prepared remarks which, in part, read, quote, when it comes to the issue of background checks, let's be honest. background checks will never be "universal" because criminals will never submit to them. meanwhile, this morning, "the new york times" is reporting that despite chicago's strict gun laws, the city is still struggling to control its gun violence -- guns attributed to more than 500 homicides last year alone in the windy city with at least 40 killings already reported this year. we were talking about this earlier, joe. how do you think this is going to pan out as we look forward on guns? something that you're stepping into a bit yourself. >> well, i think it's great news that you have tom coburn, an oklahoma conservative, who's been a champion on a lot of conservative issues coming out and supporting univ

washington. joe manchin said, quote, i'm disappointed the president did not recommend the creation of a national commission on mass violence that i have proposed. a national commission can build the consensus we need for real action, backed not only by gun control advocates, mental health experts and entertainment industry executives but also by law-abiding gun owners. >>> the white house is worried that if this fight becomes too much about the assault weapons ban, and not enough about measures, which are more politically possible, they'll have a problem. they want to keep people focused on fights they can win. background checks, things like that. republicans have unsurprisingly responded negatively, including florida senator marco rubio. >> by the own admission of the white house, what they have proposed to do would do nothing to have prevented what happened in connecticut or colorado before that or any of these other places where this has occurred. i actually think the president and doesn't have the guts to admit it, is not a believer in the second amendment. >> the white house i

like joe manchin, who not only have spent their careers vilifying the nra and believing in the nra, believing in the second amendment right of people to keep and bear arms, but understand the laws have changed and facts have changed and we better find a way to deal with it. >> and people have changed. rupert murdoch one of the greatest examples. as you indicated, he began tweeting within hours after the sandy hook school shootings and the new york editorial. we have fox news. repert m rupert murdoch has a history and knowledge of what happens with guns and assault weapons. in england in 1986, 16 school children were shot and killed. within two years, parliament had passed maybe the world's most stringent gun legislation. >> the ban. >> yes. that is still existent in london today. murdoch is intimately familiar with this. he could be a powerful voice with this. >> gun laws passed in australia after a tight legislation there, a gun culture like in america, has always been comfortable with guns. they passed some tough measures on some assault weapons. what a big difference it's made t

new york times" today, democrat joe manchin of west virginia has faced doubts within his constituency who feel the second amendment is in jeopardy. "the times" describes the senator's attempts to reassure his constituents about the political climate in washington. he said i see no movement, no talk, no bills, no nothing. they remained skeptical. we give up our rights one piece at a time. a banker named charlie houck. he actually had a meeting and said how many of you are concerned you're going to lose your second amendment rights? all the hands went up. that shows how difficult it's going to be, even at this table, it seems to clear what needs to be done. that's not the way everybody feels. >> i'm disappointed mr. scarborough is not at this table because we had a heated one-on-one about first and second amendment about video games, comparing it to slippery slope on the second amendment. i've done a lot of research since then. i want to go back at him on that. this is a black-and-white issue again. to draw the line and say that in some way, shape or form we are going back to the founde

territory if they can thread the needle for people like joe manchin. >> the numbers are overwhelming. you have joe manchin who's now coming together, has a bipartisan bill out we'll be talking about. he's together with senator kirk out of illinois, a republican, talking about universal background checks. again, this is something that stands anywhere from 85% to 92% approval rating. the nra is still against it. we'll see if any republicans are still against it, too. steve, i'm going to -- since mika's not here -- >> oh, god. >> my breakfast has just arrived. and i'm going to prepare, and i'm going to make it even harder for a woman to carry me from combat. and we'll be right back. when we come back, we're going to be talking to mary matalin. i'm very excited about that. she likes munchkins as well. joe manchin come on. a very proud member of the nra. with an "a" rating, said it's time for us and the nra to look at ourselves and make shchanome changes. a lot of people thought that might open up a larger discussion. that hasn't necessarily happened. we haven't seen a lot of people line up behind joe manchin to look at the nra and say hey, we need to moderate ourselves or we need to be at least open to some change. so do you think at this moment that this time is different, or has the moment passed in some ways? >> you know, i think we are living in a time when there is slightly a culture of instant amnesia where -- and maybe it's to do with the amount of media we have access to. it's like we gorge ourselves on a story, and then after a few days, it's gone. and that happens, unfortunately, at a policy level but also from a viewer level. and so the urgency seems so intense at the time. and it certainly did -- i was up in newtown for four days at the time, and it seemed like the whole country was focused on this. you had not just manchin, you had senator warner come out and sp
